2021 Ward 2 By-Election - Government

On January 19, 2021, Norfolk County Council declared their Ward 2 seat vacant. At their meeting of February 16, 2021 Norfolk County approved the By-Law 2021-21 to hold a By-Election and a By-Law 2021-22 for alternate voting procedures (Vote-by-mail).

On June 3, 2021, the Ward 2 by-election was held. Results can be found, below.

The Emergency Declaration issued on April 6, 2021, subject to the authority of Section 53 of the Municipal Elections Act, 1996, for Norfolk County was concluded on November 5, 2021.

NOTICE is hereby given to the Municipal Electors of the Corporation of Norfolk
County that nomination papers for the 2021 Municipal By-Election may be filed in
person or by an agent with the Returning Officer as of Tuesday, February 16,
2021 up to Friday April 9, 2021 between 8:30 a.m. and 4:30 p.m. and on
Nomination Day, Monday, April 12, 2021 between the hours of 9:00 a.m. and
2:00 p.m. Due to Covid-19 protocols appointments are required for the filing of all

Voting By Mail

The alternative voting method of “Vote by Mail” has been authorized for the Ward 2 Councillor By-Election to be held in 2021.

A Vote by Mail Kit will be provided to every person who qualifies to be an elector.

The Kit will either be mailed or directly provided to each qualified elector.

The Vote by Mail Kit will consist of:
• A voting instruction sheet
• A composite ballot
• An inner ballot envelope
• A security slip
• An outer return envelope
• Such other necessary material as the Municipal Clerk determines

Vote-by-Mail kits will be mailed to Ward 2 electors starting the week of May 10.
Electors must return their vote-by-mail return envelope via Canada Post by May 25, 2021 to have their vote counted

What is a Vote-By-Mail Process?

Vote by Mail is an alternative approach to voting. Instead of having traditional poll locations for voting, a voter kit is mailed to each eligible elector on the voters’ list.  Voters can return the completed kits either through the mail or they can be hand-delivered to Ballot Return Stations. 

Why are we using Vote-By-Mail?

This is a safe way to vote during the Provincial Stay-At-Home Order.
Ease and convenience for voters as voters can vote in the comfort of their home and on their own time.
It is an accessible way to vote for people with certain disabilities.

You can vote even if you are away on Election Day.
Many Ontario municipalities have successfully conducted their municipal elections using Vote by Mail.

Is Vote by Mail Secure?

Vote by Mail is a double envelope system that protects the confidentiality of the voter.  Just like your other bills and payments, your completed ballots (in return envelopes) are processed through the Canada Post mail delivery network. Election staff use the signed voter declarations within the return envelopes to strike voters off the list—it is against the law to vote more than once for any elected office within the same municipality or to alter any other voter’s declaration or ballot.

Return envelopes must be mailed via Canada Post, postmarked by May 25, 2021 to ensure the ballot is counted for the election.

What can I do if I miss the May 25 Canada Post mailing deadline?

Completed Vote-by-Mail return envelopes can be dropped off at the designated Ballot Return Locations until 8:00 pm on June 3.

Ballot Return Locations are available as follows (all locations close at 8:00 pm on June 3 – Voting Day):

County Administration Building (50 Colborne St. Simcoe, N3Y 4H3) – 24 hours/day from May 20 – June 3, 2021
Delhi Administration Building (183 Main Street of Delhi, Delhi N4B 2M3) – 24 hours/day from May 20 – June 3, 2021

How do I get my name added to the Voter’s List?

Electors who are not on the voter’s list may have their name added to the voter’s list if they qualify as an elector in Ward 2 as of voting day June 3. To add your name to the voter’s list, please attend the Langton Community Centre located at 28 Albert St., Langton during the following times:
