The Building Department of Norfolk County handles the permits required for building and/or renovating. The permits gives the builder the legal authorization to start construction. The application forms for permits can be found on the Forms, Permits, and Licenses page.
Building Department Protocol During COVID-19
Norfolk County is actively monitoring the global outbreak of Coronavirus Covid-19 and taking steps to protect the health and safety of our community. Those steps include closing all County buildings to the public until further notice.
The Building Department will be closed to walk-ins until further notice.
Inspections are being conducted with certain restrictions and appropriate measures taken for social distancing. Options are being considered on a case by case basis, as approved by the Chief Building Official. Building applications can be only submitted electronically to firstname.lastname@example.org and forms for this purpose are online at Forms, Permits, and Licences Page. Permits will be reviewed and issued by staff in the normal course however, there may be a slight delay. Payments will be resolved at a later date. Building Permits are being issued however, please be advised that the issuance of a permit is subject to all other restrictions and prohibitions under the law. The issuance of a permit does not imply that construction can be carried out in contravention of any Act, Regulation and/or provincial order prohibiting construction, including under the Emergency Management and Civil Protection Act (EMPCA), as amended, or its Regulations. It is recommended that you seek legal opinion to determine whether the project can be constructed under the EMPCA before proceeding with construction. Please further note that Inspections will only be carried out on construction projects deemed essential under the EMPCA and construction projects deemed non-essential are prohibited by law. Further, any construction carried out in contravention of the EMPCA or its regulations may result in a fine and/or prosecution under that Act.
On-site Inspections are taking please however, please be advised that prior to any onsite visit an Inspector will be asking you the following questions:
- Are you experiencing any fever, cough, or difficulty breathing?
- Have you travelled internationally in the last 14 days?
- Have you had close contact with a confirmed COVID-19 case?
- Have you had close contact with a person with acute respiratory illness who has been outside Canada in the last 14 days?
- If you answer “yes” to any of the above questions, the inspection is to be rescheduled or ensure a different individual attends.

Qualified Designers & Registered Firms
The Ontario Building Code Act requires that a range of individuals and firms responsible for design activities regulated under the Act be qualified in their appropriate area of design and, when required, registered with the Province.

To schedule an inspection the following information is required to be provided:
- Building Permit Number
- Contact Name
- Telephone Number
- Address of the Project
- Type of Inspection
- Date of Inspection
Last call for an inspection request is 3:00pm for following day inspections. Requests received after 3:00pm will be scheduled two business days after the request.
A Building Inspector will contact you on the day of your requested inspection to confirm the inspection and advise of their approximate time of arrival.
Please note* All approved building permit documents are required to be onsite for the Inspector’s review, a re-inspection and additional fee may be required should documents not be made available.
