September 29, 2023 – Norfolk County is seeking resident input in prioritizing services and investments for the coming year. Council and staff will consider all ideas, comments and suggestions for the 2024 budget process.    

The budget is the financial plan that directs the flow of funds to programs and services in Norfolk County. Careful budget planning and control ensure that funds are used as effectively as possible to meet the community’s needs now and into the future.  

The Financial Management and Planning Department coordinates the preparation and management of the annual budget. The final, approved budgets result from an in-depth review process by the County’s Senior Leadership Team (SLT) and ultimately by Council. 

Norfolk County produces three separate budgets every year:  

  • Levy Supported Operating Budget (also called the Tax Budget) 
  • Capital Plan (sometimes referred to as the Capital Budget) 
  • Rate Supported Operating Budget (also known as the Water and Wastewater Budget)

How to get involved  

Members of the public are encouraged to get involved in the budget process by:  

  • Reviewing the 2024 budgets (when available) 
  • Watching live-streamed meetings on the Norfolk County YouTube channel 
  • Registering as a delegate to Council at the October, November, and January meetings by filling out the Register to Speak form and reviewing the information on the deputation page

“We always want to hear feedback from the public on important decisions,” said Mayor Amy Martin. “Our budget sets a path not only for 2024, but continues to lay a foundation of financial sustainability for generations to come, and we want all the recommendations and ideas we can get in advance of the process.”  

All feedback received on or before October 8 will be included in a Budget Engagement Update report to the Budget Committee on October 26. This report will provide Council with an update on the process and include the feedback and themes of the 2024 budget engagement campaign.    

Feedback received after October 8 will be shared with Council before the January budget deliberations.
