Norfolk County is one of Ontario's fastest-growing rural municipalities, yet many of our recreation facilities are aging and operating beyond their intended capacity. As our population continues to grow, so does the demand for accessible aquatic programs, recreational opportunities, and year-round community spaces.
Where we're at
Norfolk County is planning a new integrated recreation complex that would include:
- An 8-lane, 25-metre competitive pool to support learn-to-swim programs, competitive swimming, lifesaving, and regional competitions.
- A therapeutic warm water pool designed for rehabilitation, seniors, individuals with disabilities, and wellness programming.
- An integrated twin-pad or quad-pad arena that maximizes operational efficiencies by sharing infrastructure and staffing.
By combining aquatic and ice facilities under one roof, Norfolk County could:
- Increase operational efficiency through shared maintenance and building systems.
- Reduce long-term operating costs through energy-efficient technologies, including heat recovery from the arena to warm the pools, automated climate controls, LED lighting, and water-saving systems.
- Increase programming opportunities for residents of all ages and abilities.
- Create a year-round destination that supports tourism, local tournaments, community events, and economic development.
Norfolk asks that the Province:
- Expand long-term provincial funding for community sport and recreation infrastructure in rural municipalities, including additional investment through the Community Sport and Recreation Infrastructure Fund (CSRIF).
- Partner with Norfolk County on the development of a modern multi-use recreation complex that will meet growing community demand, improve accessibility, and support long-term population growth.
