Norfolk County is facing a growing housing and homelessness crisis that cannot be addressed through municipal resources alone.
Where we’re at
Local evidence demonstrates a significant gap between housing need and available supply:
- More than 400 households are currently on the centralized housing waitlist; almost double that of 2018, with wait times now ranging from 2 to 10 years
- More than 145 individuals are known to be experiencing or at risk of homelessness, though the true number is likely higher
- Our system is already supporting over 15,000 households annually through prevention, emergency response, and stabilization services
These challenges are compounded by the realities of smaller and rural communities, including limited rental supply, fewer non-profit housing providers, lack of transportation and a reduced ability to absorb demand.
Norfolk asks that the Province
- Protect existing affordable housing and support development of new affordable housing, including much-needed rental housing
- Supportive transitional non-market housing options
- Provide consistency and clarity for municipalities to administer development charges, a much-needed funding source per the original intent of the legislation
