While this construction notice is public information, some specific information in this notice is intended for residents and businesses located within the project boundaries and, as such, have been notified directly.

Description of proposed work

Locations

Emily Street (Inglewood Drive to South End)

Emily Street will see its existing cast-iron water main replaced with a PVC water main to improve water quality. Additional fire hydrants will also be installed to improve fire service capability. The areas’ existing sanitary and stormwater services remain sufficient. The road will be rebuilt with new pavement and concrete curbs along the edge of the pavement to better control roadway drainage. 

LaSalle Street (Inglewood Drive to Sunninghill Drive)

LaSalle Street will see its existing cast-iron water main replaced with a PVC water main to improve water quality. Additional fire hydrants will also be installed to improve fire service capability. A storm sewer will be installed to provide improved drainage for the road right-of-way. The existing sanitary service on LaSalle remains sufficient. The road will be rebuilt with new pavement and concrete curbs along the edge of the pavement to better control roadway drainage.

Oak Knoll Street (LaSalle Street to Sunninghill Drive)

Oak Knoll Street will receive a new PVC water main to provide proper water looping for the area, improving water quality and pressure balance. The area’s existing sanitary services remain sufficient. The road will be rebuilt with new pavement and concrete curbs along the edge of the pavement to better control roadway drainage.

Construction schedule

The final construction schedule will be confirmed following the initial pre-construction meeting with the selected contractor. The tentative construction window is March 2026 through to September 2026.

Project impacts on residents and businesses

Access and on-street parking

The contractor is required to maintain access to the area and all properties during construction. There will be occasions when you may experience some interruptions in access to your property. Every effort will be made by the contractor to minimize these occurrences, as well as communicate in advance (24-hours) prior to any occurrence.

Please refrain from parking on the street during construction, as this can challenge work progress and unnecessarily extend the construction process.

Watermain servicing

Watermain replacement is part of the construction work. The contractor will be installing a temporary (above-ground) water line to support the delivery of municipal water to your home while the new watermain is being installed. The temporary system will be tested to ensure water quality and pressure meet required standards prior to activation.

Once the new water main is installed, tested and confirmed acceptable, your service will be switched over to the new water main.

Any disruption during the connection of your water service to the temporary system or to the new permanent system should be minimal. The contractor and site inspector will notify you in advance of any interruptions to the water supply that will be required to complete the new watermain installation and service changeover.

Storm sewer servicing

A storm sewer is being installed on LaSalle Drive to improve drainage of the right-of-way on this street. There is no storm sewer today, as the existing roadside ditches convey surface drainage to a few existing storm inlets on this street. Emily Street is already serviced by a suitable storm sewer, and Oak Knoll Street (being a short section of roadway) can be appropriately drained without a storm sewer. Storm services to each property will not be provided by this system.  If your home has a sump pump, it should discharge to a splash pad on the exterior of your home, with the drainage being directed away from your home. Your property drainage swale may direct this drainage further from your home, where it may infiltrate into the soil, with any excess making its way to the municipal road allowance (the street), where it would be collected by the storm sewer.

Garbage and recycling

The Contractor is required to maintain the pickup of garbage bags, garbage containers and recycling boxes left at the curbside from abutting residential properties within the limits of construction.

This may include the picking up of bags, containers and recycling boxes and placing them at a location convenient for pick-up by the County contractor or Third-Party collection service as it pertains to recycling. If this is required, empty garbage containers and recycling boxes shall be returned to the respective property owners on the same day.

Please clearly mark all containers and recycling boxes with your address so that they may be returned to the correct location. All regularly scheduled garbage and recycling pickups shall be maintained regardless of whether the Contractor is working on that day.

Lawn sprinkler systems

If you have underground lawn sprinkler systems that are located within the municipal right of way, please remove the heads and cap the line or, as a minimum, clearly mark the locations of your sprinkler heads with a stake and label marked – S. HEAD. If you know the location of the sprinkler line and are able to place a few stakes along its alignment marked – S. LINE, that would be appreciated. We will make every reasonable effort to avoid damaging heads. If our work requires the displacement of your line and heads, we may cut and cap the line at a location outside our work zone and leave any displaced heads at your door. It will be the owner's responsibility to reconnect any new lines and install any new/salvaged sprinkler heads.

Dust, noise, and nuisance

Every reasonable effort will be made to keep dust, noise and nuisance to a minimum. Once the roadway pavement is removed, the road will be a gravel street throughout the construction period until it is time to place the new asphalt. Dust suppression will be applied to the gravel as necessary to mitigate dust; however, some level of dust will likely occur. The process of construction is noisy and a nuisance. However, the work is necessary to address the needs of this area. Once completed, the new infrastructure will service this area quietly and soundly for many years.

Should you have an event planned at your home within the construction timeframe mentioned above, please advise the Norfolk County Project Manager (contract details below) so that we are aware of this event. While we cannot commit to any special accommodations, we can sometimes make minor adjustments (if informed early in the project) to lessen impacts.

Tree removals

Sometimes construction requires the removal of municipal street trees. Some conflict with the proposed work, although we make every reasonable effort to work around them. Some trees are assessed for health and condition and simply removed due to age, disease or poor structural condition. Norfolk County will evaluate the potential for appropriate tree planting opportunities after construction is complete.
