Notice of Study Completion Simcoe Wastewater Treatment Plant – Biosolids Management Upgrade Municipal Class Environmental Assessment
Norfolk County (County) has completed a Schedule B Municipal Class Environmental Assessment (Class EA) for proposed upgrades to the Simcoe Wastewater Treatment Plant (WWTP).
The Norfolk County Integrated Sustainable Master Plan (ISMP), finalized in September 2016, identified upgrades to the Simcoe WWTP’s biosolids handling processes, including the use of biosolids storage tanks at the Simcoe WWTP to store biosolids from the Port Dover and Port Rowan WWTPs, based on a planning horizon to 2041.
This Class EA study reviewed and updated the proposed upgrades identified in the ISMP to reflect best available technologies and current regulatory compliance requirements for biosolids management. The study addresses servicing needs projected to 2051 at a County-wide level.

This Study was undertaken in accordance with the requirements for Schedule ‘B’ projects within the Municipal Class EA document (2000, as amended), under the Ontario Environmental Assessment Act.
Project File Report
In accordance with the requirements of the Municipal Class EA process, the Project File Report documenting the planning and decision-making process is available for public review from December 18, 2025, to January 16, 2026.
