Norfolk County provides update on waste collection changes
Norfolk County is advising residents about updates to waste collection presented to Council‑in‑Committee on Tuesday, January 13, which will take effect September 29, 2026, as part of the new curbside waste collection programs.
Waste collection for condominium corporations
Changes to Norfolk County’s Technical Guidelines for Waste Collection Services at Condominium Corporations will be revised to include the following standards:
- Only fully residential condominium developments are eligible to apply for municipal waste collection. Mixed‑use or multi‑residential condo buildings are not eligible.
- Developments must meet all technical requirements before collection can begin and must apply and be approved by the County.
- Roads and driveways must allow waste collection trucks to move safely without the need to reverse.
- Shared or common collection points will not be permitted. Each residential unit must place its waste and organics at the end of its own driveway.
These updates are intended to ensure safe, efficient, and consistent service where conditions allow. Condominiums that currently receive curbside waste collection must reapply to confirm they are still eligible. Norfolk County staff will reach out to condo boards or property managers to start this process.
Condo residents are encouraged to contact their condo board or property manager for information on how changes will impact their residence.
Waste collection for multi‑residential social housing
To align with the new curbside waste collection program, the following changes to social housing waste collection were confirmed:
- Multi‑residential social housing properties must use private waste collection services.
- Properties with private internal roadways must either meet the updated condominium technical guidelines or continue using private collection.
- Social housing units with individual driveways on municipal streets may participate in curbside collection if they follow residential waste rules.
Medical and diaper waste exemption policy
- A new policy will allow eligible households to receive additional waste collection for medical or diaper‑related needs.
- Residents who qualify will be able to receive a larger cart or an additional cart once they complete the required documentation and application process.
- The application process will be available closer to the new program launch.
Waste Management By‑law update
- These requirements will be incorporated into the next update of the Waste Management By‑law that will be brought to Council for consideration in the coming months.
