Highlights of reports and decisions
County Land Review Project Update
- First phase of the project reviewed surplus and underused municipal properties to find opportunities for affordable housing, economic growth, and community use.
- Staff will continue the analysis and bring recommendations to Council in early 2026.
Haldimand Norfolk Housing Corporation (HNHC)
- Council, acting as the shareholder for Haldimand Norfolk Housing Corporation (HNHC), approved financing for an affordable housing development on Ramsey Drive in Dunnville.
- This decision supports HNHC’s ongoing efforts to expand housing options in the region and aligns with provincial housing priorities.
- The approval allows HNHC to move forward with securing funds and implementing the project.
Road Allowance Valuation
- Council adopted Option 1 for valuing rural unopened road allowances.
- Applications received before January 1, 2026, will use current rates; those after will use the new valuation.
Planning and Development
- Highway 59 in Courtland (CDS-25-103)
Council approved a zoning by-law amendment for lands on Highway 59 in Courtland. This will allow future residential development and lot severances. The change is expected to support growth and bring modest tax revenue increases. - Springview Farm Golf Course (CDS-25-106)
Two zoning by-law amendments were approved to clear conditions of consent for agricultural parcels and remove a dwelling as a permitted use. These changes align with provincial and local planning policies. - 9 Scott Drive, Port Dover
Council approved a revised application for an 8-unit stacked townhouse development. The updated plan will address concerns about parking, drainage, and compatibility. A holding provision remains in place until technical requirements are met. A development agreement will also be required.
Notice of Motion
Council debated a multi-part motion aimed at providing additional information and preparing for the 2026 budget. Several items were withdrawn after staff confirmed updates will be provided during budget discussions.
Announcements
Council extended holiday wishes to residents and thanked essential workers who will be on duty during the holidays.
