Agenda amendments and opening business

Office of the Chief Administrative Officer – Addressing Frivolous and Vexatious Actions That Impose Unnecessary Burden on Taxpayers
- Council received an update from the CAO regarding the financial and operational impacts of frivolous and vexatious actions against the municipality, including legal and staff costs, impacts on staff well‑being, and diversion of resources from core services
- Council discussed the importance of balancing transparency and accountability with responsible use of taxpayer dollars and received the report as information
Motions
Heritage Designation – 45 Peel Street, Simcoe
- Council reconsidered and reaffirmed a previous direction to proceed with the de‑designation of the Post Office/Ventin Building at 45 Peel Street under the Ontario Heritage Act
Discussion
Lynnwood Arts Centre
- Council received a request from the Lynnwood Arts Centre Board to move to the Norfolk County Archives and acknowledgment of its inability to meet their financial obligations under the current agreement; Council directed staff to issue a Notice of Default to the Lynnwood Arts Centre Board and develop a transition agreement and plan within the 30‑day notice period
- Council approved the Board’s written request to move to the Norfolk County Archives once suitable space and renovations are complete
- Council also confirmed continued support for Lynnwood Arts, subject to budget approval, and directed staff to work with the Board related to the art collection
- The resolution aims to provide long‑term stability for Lynnwood Arts while addressing facility and financial challenges
By-laws
- Council passed by‑laws related to 2026 tax rates, drainage works, zoning, traffic and speed regulations
Other Business
- Council directed staff to return with information and options related to provincial planning restrictions related to lot creation in rural areas
- Council approved a motion directing staff to contact the province and report back on recent tree planting activity on provincially owned land in Turkey Point
Announcements
- Council recognized the Long Point Country Chamber of Commerce 2025 Excellence Awards, including congratulations to Norfolk County staff member Crystal Saunders, named Volunteer of the Year
- Council shared notices about upcoming community events, including a multicultural food festival in Delhi
