Zoning Bylaw Amendment – 9 Scott Drive, Port Dover (CDS-25-032)

  • Proposal: Rezone from Urban Residential Type 1 (R1-A) to Urban Residential Type 4 (R4) to allow a 10-unit stacked townhouse development. 
  • Agent Presentation: Candace Micucci from Antech Design presented the proposed development at 9 Scott Drive, highlighting reduced lot sizes, fewer parking spaces (1.4 per unit), compliance with fire access requirements, and a focus on gentle intensification and housing diversity. 
  • Deputations: Community members presented deputations on topics that included traffic and safety risks due to a narrow road, lack of sidewalks, and overflow parking; existing flooding and drainage issues; insufficient infrastructure like garbage disposal and emergency access; incompatibility with the single-family character of the area; and environmental impacts related to runoff and swale placement. 

Zoning Bylaw Amendment – 711 Main Street, Port Dover (CDS-25-028)

  • Proposal: Rezone from R1-A to R4 to allow a 12-unit stacked townhouse. 
  • Agent Presentation: Eldon Darbyson from Vallee Consulting presented the proposal for 711 Main Street, emphasizing its compatibility with the mixed-density neighborhood, provision of 23 parking spaces including visitor spots, and the potential for condominium ownership. 
  • Deputations: Community members presented deputations on topics that included concerns about the proposed development at 711 Main Street, including overflow parking, traffic impacts near a school, and safety risks due to a nearby crosswalk and snow removal challenges. Additional issues raised included drainage problems from clay soil and the loss of neighborhood character by replacing a historic home with a larger multi-unit building.

Zoning Bylaw Amendment – 711 Schafer Side Road (CDS-25-029)

  • Agent Presentation: Eldon Darbyson from Vallee Consulting described a privately funded program supporting refugees and low-income families with housing and employment.
