Notice of Study Commencement Municipal Class Environmental Assessment Integrated Servicing Master Plan
About the Study
Norfolk County is planning for future growth to 2051. To support this growth, the County is preparing an Integrated Servicing Master Plan to review its water, wastewater, stormwater, drainage, and transportation systems.
The Study will look at how these systems are working today, where improvements may be needed, and what projects should be planned for the future. It will also consider growth, development, climate change, rural drainage, municipal drains, roads, active transportation, and transit connections.
The Study is being completed through the Municipal Class Environmental Assessment (MCEA) process for Master Planning, with integration under the Planning Act. The integrated approach provides Norfolk County with the opportunity to align infrastructure recommendations with growth planning, support related Official Plan updates, and reduce duplication between planning and environmental assessment processes. Public input will help the County understand local issues, review options, and develop a coordinated plan for future infrastructure investment.
Public Information Centre #1
Public Information Centre #1 is being held to introduce the Integrated Servicing Master Plan, explain the MCEA process, present the study purpose and scope, and receive feedback on existing conditions and the preliminary Problems and Opportunities being considered through the Study. Members of the public, residents, landowners, businesses, agencies, First Nations and Indigenous Communities, community builders, community groups and interested parties are invited to attend and provide input.

This is the first of four Public Information Centres planned for the Study. Comments are welcome throughout the Study and will be considered and documented as part of the Integrated Servicing Master Plan process.
Under the Municipal Freedom of Information and Protection of Privacy Act and the Ontario Environmental Assessment Act, unless otherwise stated in submission, with the exception of personal information, all comments will become part of the study’s public record and will be released, if requested, to any person.
Get Involved
Public input is an important part of the Integrated Servicing Master Plan. Norfolk County encourages residents, landowners, businesses, agencies, First Nations and Indigenous Communities and interested parties to participate in the study. Project information and notices will be shared through EngageNorfolk, and other communication channels. When the study is complete, the final report will be made available for public review and comment in accordance with the MCEA process.
