Notice of Statutory Public Meeting – Community Improvement Plan

TAKE NOTICE that Norfolk County will hold a Statutory Public Meeting for the adoption of its updated Community Improvement Plan (CIP). The purpose of the Statutory Public Meeting is to provide the public with an opportunity to review the document and its changes, ask questions, and provide feedback on the proposed CIP update.

A Community Improvement Plan (CIP) is a municipal tool to create financial incentives (i.e., grants, loans, or rebates) for private landowners or organizations to take on improvement projects. Improvement can take the form of construction, converting old to new uses, maintenance and repair, or rehabilitation of buildings or land. The County’s current CIP was adopted in 2025, applies to all the lands within the municipal boundary, and offers eight incentives.

After the first year of the CIP, minor updates are proposed to support implementation of the incentives. The updated CIP includes the following updates to:

  • clarify Brownfield Tax Increment Grant eligibility criteria for remediation of impacted properties and soils in addition to structures;
  • clarify that any request for retroactive consideration of a Brownfield Tax Increment Grant shall require formal Council approval on a site-specific basis;
  • permit preliminary internal tax assessment estimates by the Norfolk County Finance department prior to MPAC reassessment to support application review and draft agreement preparation; and,
  • related administrative clarifications respecting required application materials, evaluation criteria, and program administration.

Notice of decision and appeal information

If you wish to be notified of the decision of Norfolk County on the proposed CIP amendment, you must make a written request to:

If a person or public body would otherwise have an ability to appeal the decision of Norfolk County Council to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to Norfolk County before the proposed CIP amendment is adopted, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting or make written submissions to Norfolk County before the proposed CIP amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
