Norfolk County updates parking by-law to improve safety and clarity

Norfolk County Council has approved updates to the County’s parking by-law to improve clarity and support more effective parking management across the community. 

The updated by-law brings existing rules into a single document and includes revised locations, restrictions, and parking regulations. Changes reflect input from residents, businesses, and County staff, as well as current operational needs. 

What’s changing 

The updated parking by-law: 

  • Clarifies where parking is permitted, restricted, or prohibited 
  • Adds parking restrictions in four newer subdivisions (two in Simcoe and two in Waterford) 
  • Updates parking limits, zones, and time restrictions across the County 
  • Removes locations that no longer require restrictions or are no longer County-owned 
  • Improves rules for accessible parking, fire routes, and municipal lots 
  • Combines several older by-laws into one updated by-law 

What's included in the by-law 

The by-law includes five schedules that form part of the rules: 

Schedule A – On-street parking rules 

Shows where parking is allowed, limited, or prohibited on streets across Norfolk County. 

  • Includes time limits (for example, 2-hour or 4-hour parking) 
  • Identifies no stopping, prohibited parking, and accessible parking areas 
  • Includes seasonal restrictions in some areas 
  • Identifies where paid parking applies on specific streets 

Schedule B – Municipal parking lots 

Covers parking rules in County-owned lots. 

  • Sets time limits (such as 48-hour parking in some locations) 
  • Identifies where paid parking applies in specific lots 
  • Includes restrictions such as no overnight parking or seasonal limits in certain lots 

Schedule C – Fire routes and private property enforcement 

Shows where fire routes and parking restrictions are enforced. 

  • Includes locations such as schools, plazas, apartments, and hospitals 
  • Identifies specific areas where parking is always restricted (for example, fire routes or emergency access) 

Schedule D – Accessible parking signage 

Specifies the standard sign used for accessible parking spaces to ensure consistent signage across the County.   

Schedule E – Paid parking, rates, and permits 

Outlines where and when paid parking applies, along with fees and fines. No changes were made to paid parking rates or rules.  

Faster updates in the future 

Council is also considering a new approach that would allow staff to make minor updates to parking schedules more quickly, while still reporting changes back annually. This would help the County respond faster to safety concerns and day-to-day operational issues. 

What residents need to know 

The new by-law will take effect on October 15, 2026, and new signage will be installed. Residents should continue to follow posted signs.
