Norfolk County to conduct recount for Ward 4 Councillor

Following the official declaration of the 2026 Municipal Election results, William Tigert, Norfolk County Clerk, will conduct a recount for the office of Ward 4 Councillor after the election resulted in a tie.

A recount is required in the event of a tie where both candidates cannot be declared elected, in accordance with the Municipal Elections Act, 1996. The Act addresses recounts arising from tied votes under section 56.

The recount will take place on Thursday, November 5, 2026. Under section 60(1) of the Municipal Election Act, the recount will be conducted in the same manner as the original count, with all marked ballots processed through vote tabulators and results tapes produced from the tabulators.

The recount will include the votes cast for the Ward 4 Councillor race during Advance Voting and Election Day, as well as online votes. The County's operating procedure states that the online votes will also be recounted using the same procedure conducted with the service provider for Election Day.

In accordance with the Municipal Elections Act, 1996 and its regulations, notice of the recount will be provided to the certified candidates whose election is subject to the recount. Section 61(1) of the Municipal Elections Act also permits candidates to appoint scrutineers and legal counsel to represent them during the recount, in accordance with the applicable legislative requirements and the Clerk’s established recount procedures.

Should the recount result in the candidates remaining tied, section 62(3) of the Municipal Elections Act, 1996 requires the Clerk to choose the successful candidate by lot. Norfolk County's current operating procedure provides that, if required, the lot will be conducted with candidates present on the night of Thursday, November 5, 2026.

Further information and the results of the recount will be communicated by Norfolk County following completion of the process.
