Norfolk County takes steps to enforce the terms and conditions of a settlement agreement with Warren Cummings

On June 17, 2026, Norfolk County announced that it had resolved its ongoing legal dispute with Warren Cummings. As part of the settlement, the County agreed to accept just over $46,000, a discounted amount, towards Norfolk’s court-awarded recovery of costs, a formal Apology and Retraction (download to read), and a Full and Final Release (download to read) of all claims against the County and its officials. 
 
In the Full and Final Release, and Apology and Retraction Mr. Cummings agreed to cease to utter, write, or publish any comments, statements, or communications disparaging, derogatory or detrimental to the reputation of Council members who were named in Mr. Cummings’ Application, the CAO and the Corporation of Norfolk County.
 
Recent social media posts by Mr. Cummings appear to have breached the terms and conditions of the settlement agreement.  Following unsuccessful communications requesting that Mr. Cummings abide by the terms and conditions of his agreement, Norfolk County will be commencing appropriate legal action and will seek its costs of any such proceedings.  
 
To date, the County has spent in excess of $200,000 in legal fees and ongoing staff time dealing with these continued frivolous actions.
