Norfolk County supports maintaining current approach to alcohol at public events

Norfolk County Committee of Council supported recommendations to maintain the current approach to alcohol at municipally approved cultural or community outdoor public events during its June 11 Council‑in‑Committee meeting. 

The province recently introduced changes that would allow municipalities to permit “bring-your-own alcohol” (BYOA) at certain outdoor events. 

County staff reviewed these changes and found that allowing BYOA could increase risks such as over-consumption, impaired driving, and challenges with enforcement, while also reducing the level of control in place at licensed events.  

Based on this review, staff recommended that Norfolk County not move forward with the BYOA option and maintain current event practices, where alcohol service is managed through provincial permits and controlled service areas.

Maintaining this approach will not impact existing fundraising activities by service clubs and community groups, such as licensed beer gardens, which can continue to operate under current provincial requirements. 

The recommendation will go to Council for final approval at the meeting on June 23, 2026.
