Norfolk County launches waste exemption applications and extends cart selection deadline
Norfolk County is now accepting waste exemption applications for eligible households only, including homes with three or more children in diapers, licensed home daycares, and residents who generate medical waste in the home. Approved exemptions will take effect as part of the new waste collection program launching September 28, 2026.
The County has also extended the deadline for residents, farms, and businesses to request a change to their garbage cart size to June 12, 2026.
About the new curbside waste program
On Monday, September 28, 2026, Norfolk County's waste collection program will transition to:
- Garbage collection will move to a biweekly schedule
- Organics (green bin) collection will occur weekly
- Carts will be collected by automated waste collection vehicles
- Once the program begins, residents must use their supplied carts to ensure waste collection
- Recycling collection will continue weekly using existing recycling boxes with no changes
These changes are intended to reduce the amount of waste sent to landfills and support long-term environmental and financial sustainability.
Review cart options
Under the new curbside waste program:
Residential properties will receive:
- One standard 240 L garbage cart (fits 3-4 garbage bags)
- One standard 120 L organics cart
- A small 120 L garbage cart (fits 1-2 garbage bags) can be requested in place of the standard 240 L cart at no additional charge
Residential farm properties will receive:
- One large 360 L garbage cart (fits 5-6 garbage bags)
- One standard 120 L organics cart
- A small 120 L garbage cart (fits 1-2 garbage bags) or a standard garbage cart (fits 3-4 garbage bags) can be requested in place of the large garbage cart
- A second garbage cart (any size) and/or a second organics cart can be requested at no additional charge
Commercial properties must register for curb-side waste collection starting Monday, September 28, 2026. There is no cost to register. Registered commercial properties will receive:
- One large 360 L garbage cart (fits 5-6 garbage bags)
- One standard 120 L organics cart
- A small 120 L garbage cart (fits 1-2 garbage bags) or a standard garbage cart (fits 3-4 garbage bags) can be requested in place of the large garbage cart
- A second garbage cart (any size) and/or a second organics cart can be requested at no additional charge
Before submitting a request, residents are encouraged to review cart details online or view carts in person at locations across Norfolk County. Cart display schedules, measurements, and program information are available at norfolkcounty.ca/WasteChanges. Carts will be delivered later this summer. More details about cart delivery will be shared closer to that time.

Waste exemption application for additional garbage needs
Eligible households that require additional garbage capacity can apply for a waste exemption, which provides access to a large garbage cart or a second garbage cart.
Norfolk County offers waste exemptions for:
- Diaper waste (households with 3 or more children in diapers)
- Medical waste generated in the home (a certified health care provider’s signature verifying the medical condition is required)
- Home daycare waste
Residents who believe they may qualify are encouraged to review eligibility requirements and apply online at norfolkcounty.ca/WasteChanges.
There is no deadline to apply for a waste exemption. Eligible households can submit an application at any time if their circumstances require additional garbage capacity. There are no fees for larger or additional carts approved through the exemption process.
