Norfolk County Council's Budget Committee adopts 2026 Levy Capital Budget

Norfolk County Council’s Budget Committee has adopted the 2026 Levy Capital Budget following the scheduled Council Budget Committee meeting held on Thursday, November 20, 2025. Final adoption of the Capital Plan will be considered by Council on Tuesday, November 25, 2025.

The budget includes $69.4 million for 2026 across service areas like roads, bridges, stormwater, facilities, fleet, and parks. Some of the investments being made in 2026 include: 

  • $5.0 million for Road Reconstruction on Leamon St., Waterford 
  • $3.5 million for Road Resurfacing on McDowell Road between Langton and Simcoe 
  • $2.8 million for Rehabilitations on Big Creek 5th & 6th Concession Bridges in South Walsingham 
  • $2.8 million for Fire Truck Replacements at Port Dover and Fairground Stations 

Council also received a 10-year Levy Capital Plan totalling $748.8 million through 2035. Funding for the historic spending plan will be raised primarily through reserve contributions as Council continues its financial strategy to eliminate Norfolk County’s infrastructure funding shortfall. At this time, the County is not recommending any debt financing for projects included in the 2026 Capital Budget.

The impact of financing the projects adopted in the 2026 Levy Capital Budget will be 2.5% to the net levy requirement when the Draft Levy Operating Budget is presented to Council Budget Committee in January.
