Norfolk County clarifies process for municipal boundary changes

Norfolk County is aware of recent public inquiries, social media discussions, and media coverage regarding a boundary adjustment that would see the Norfolk Mall property at 400 Simcoe Street, Tillsonburg, incorporated into the Town of Tillsonburg.

For clarification:  

  • Council and staff assure residents that no changes to municipal boundaries are being considered by Norfolk County at this time.
  • No discussions about municipal boundary changes have taken place between Norfolk County and neighbouring upper-tier and/or lower-tier municipalities.
  • Discussion and negotiation about any municipal boundary change occurs between willing parties and requires agreement from both parties. Often, considerable financial compensation is considered for the municipality giving up land. 

Norfolk County remains committed to transparency and informed decision-making. Residents are encouraged to learn more about municipal governance, particularly the benefits of single-tier government, and to reach out and engage in constructive dialogue.
