Norfolk County announces organizational realignment to enhance service delivery and community responsiveness
Norfolk County is implementing a new organizational structure effective today as part of its commitment to streamline operations, improve service delivery, enhance operational efficiency, and align with Council’s strategic priorities.
This realignment follows the merger of the Haldimand-Norfolk Health Unit and Brant County Health Unit, which formed Grand Erie Public Health (GEPH) in January 2025. The new structure is designed to better meet the community's evolving needs, further eliminate departmental silos, and position the County for future growth.
Under the new structure, Norfolk will transition from six divisions to five, as follows:
- Office of the CAO: Human Resources, Strategic Initiatives, and Economic Development
- Corporate Services: Finance, Legislative Services, Information Technology, and Customer Service & Communications
- Emergency and Social Services: Fire, Paramedics, Long-Term Care, and Social Services & Housing
- Community and Development Services: Fleet & Facility Services, Parks, Recreation & Culture (including Marinas), Building and Bylaw Services, and Planning
- Public Works: Roads, Environmental Services, Engineering & Asset Management, and Water & Wastewater Capital Construction
