Norfolk announces new General Manager of Emergency and Social Services

Following an extensive search and interview process, Norfolk County has appointed Angela McMillan as General Manager of Emergency and Social Services, effective February 9, 2026. 

Angela brings more than 25 years of leadership experience in community health and non-profit management, with expertise in strategic planning, operational excellence, and system integration. Her background includes leading large teams, managing multi-million-dollar budgets, and implementing initiatives that improved service delivery, strengthened partnerships, and enhanced community impact. 

Originally from Norfolk County, McMillan is committed to developing evidence-informed solutions that address social determinants of health. In this role, she will oversee Fire Services, Emergency Medical Services, Norview Lodge, Housing and Social Services, helping to shape the future of these critical areas. 

Norfolk County also acknowledges Bill Nolan for serving as Acting General Manager during the transition with professionalism and dedication. Bill will continue in the acting role until February before returning to the position of Administrator of Norview Lodge.
