Mayor Martin releases draft 2026-2035 Levy Capital Plan
Mayor Amy Martin tabled the draft 2026-2035 Levy Capital Plan today, fulfilling her legislated responsibilities under the Municipal Act.
The draft Levy Capital Plan reflects the County’s continued commitment to long-term financial sustainability. Consistent with previous direction from Mayor Martin, the draft Levy Capital Plan is a staff-proposed document, developed collaboratively and without mayoral amendments.
In accordance with provincial legislation, Norfolk County Council has 30 days to propose amendments to the draft Levy Capital Plan. Council will convene as Budget Committee on November 20, 2025, to deliberate the budget.
Levy Capital Plan highlights:
- Proposed Capital Spending (2026): $69.7 million
- Forecasted Capital Plan (2027-2035): $681.0 million
- 84% of spending targeted toward renewal projects to improve asset conditions
- Less reliance on debt financing to fund the plan than previous years
These figures represent a 9.7% increase over the Final 2025-2034 Levy Capital Plan, driven considerably by additional projects identified through the Asset Management Plan to achieve approved service levels.
The Capital Plan is an important strategic document that outlines the investments the County expects to complete over the next 10 years in key public service areas like roads, facilities, fleet, parks, and stormwater.
