Council Meeting Summary – September 23, 2025

Norfolk County Council met on Tuesday, September 23, 2025. The meeting included several deputations, staff reports, and discussions on planning applications, infrastructure, and council remuneration.

Key Highlights 

Forestry Farm Road Gas Well Update

Council received a comprehensive update on the ongoing issues at the Forestry Farm Road gas well site. Staff recommended hiring engineering firm AtkinsRéalis as a single-source consultant to manage the project and liaise with the Province. Council approved entering into a Provincial Transfer Payment Agreement to cover all associated costs. Residents will be updated at a public meeting scheduled soon, date to be determined.  

Council Remuneration

Council debated a motion to tie council salaries to a percentage of federal MP salaries. The motion was defeated, and Council reverted to the original recommendation from the Council-in-Committee meeting, which sets the Mayor’s salary at 75% of an Ontario MPP’s salary and Councillors at 50% of the Mayor’s salary, with annual adjustments tied to MPP compensation. 

Planning Applications

Council approved several planning applications: 

  • 2148 Highway 3: Zoning amendment to permit a greenhouse manufacturing facility. 
  • 295 Queensway West: Official Plan and zoning amendments to allow a furniture store. 
  • 10 Highway 59, Delhi: Zoning and Official Plan amendments for a 25-unit residential condominium. Council also passed a motion to waive the requirement for internal sidewalks in the development. 

Road Closure and Conveyance

Council approved the closure and sale of Bay Street (now Livery Lane) to 2610276 Ontario Inc. at a rate of $8.03 per square foot, in accordance with the appraised value.   

Advisory Committee Reports

  • Council received minutes from several advisory committees, including: 
  • Norfolk Agricultural Advisory Committee 
  • Simcoe BIA 
  • Economic Development Advisory Committee 

A motion from the Agricultural Advisory Committee to support joining SOMA and hiring an additional economic development staff member was referred to the 2026 budget discussions.
