Deputations
Development Charge Background Study
- A deputation raised concerns about proposed development charges, planning application fees and servicing requirements
- The deputation encouraged Council to review growth-related projects included in the Development Charge Background Study and suggested some projects should be funded through taxation rather than development charges
Banstead Subdivision, Delhi
- A deputation requested that Council reconsider conditions associated with a proposed sanitary sewer easement through County-owned parkland
- The applicant also requested that the matter be deferred to allow additional discussions with staff regarding subdivision conditions
East Quarter Line Road, Port Rowan
- A deputation requested removal of a holding provision to permit construction of a single residential dwelling on a portion of a property

Communications
Homelessness Prevention Program funding
- Council discussed correspondence from Ontario’s Minister of Municipal Affairs and Housing regarding the Homelessness Prevention Program
E-scooter safety
- Council endorsed a resolution requesting clearer provincial regulations and safety requirements for e-scooters
- Staff were directed to review the matter and report back with additional information and potential options for Norfolk County
Staff reports and discussion items
Ombudsman report
- Council received an Ombudsman report regarding a closed-session meeting held on March 24, 2026
- The Ombudsman determined that Council complied with the Municipal Act when discussing the matter in closed session
- Council committed to ensuring future resolutions provide clearer descriptions of matters being discussed in closed session
Development Charge Background Study
- Council continued its review of the Development Charge Background Study and considered updated information regarding growth-related infrastructure and recreation projects
- Following discussion, Council approved the Development Charge Background Study including an addendum report
- Council directed staff to provide annual reconciliation updates on growth-related capital projects through the capital budget process
East Quarter Line Road, Port Rowan
- Council did not support staff’s recommendation to refuse the requested holding provision removal
- Staff were directed to continue discussions with the applicant regarding servicing options and return with additional recommendations
Norfolk County Highway 24 East, Geographic Township of Woodhouse
- Council approved a zoning by-law amendment related to a boundary adjustment between two existing properties
Proposed residential development, Waterford
- Council approved a zoning by-law amendment and draft plan of subdivision redline amendment for a proposed residential development on Thompson Road East in Waterford
- The development includes 148 residential units consisting of semi-detached and townhouse dwellings
Banstead Subdivision, Delhi
- Council deferred consideration of proposed modifications to the Banstead Subdivision draft approval
- Staff will continue discussions with the applicant regarding servicing, easements and subdivision conditions before returning to Council
Hazen Road, Geographic Township of North Walsingham
- Council approved a zoning by-law amendment related to a farm surplus dwelling severance and boundary adjustment
Reports under the Drainage Act
DeWitt Drain
- Council approved the revised Engineer’s Report for the DeWitt Drain
- The revised report updates watershed boundaries and assessment allocations while maintaining the original scope of work and estimated costs
Section 4 Drainage Petition
- Council accepted a Section 4 petition and appointed an engineer to investigate drainage concerns and prepare an Engineer’s Report for lands in the former Township of Townsend
Swamp Road No. 3 Municipal Drain
- Council accepted a request for a minor improvement and appointed an engineer to investigate a proposed crossing on the Swamp Road No. 3 Municipal Drain
Other business
Month of Remembrance
- Council declared November 2026 as the Month of Remembrance in Norfolk County
- The declaration recognizes veterans and encourages remembrance activities throughout the community
Collective agreement
- Council authorized a collective agreement between Norfolk County and the United Food and Commercial Workers Local 175
Closed session
- Following a closed-session discussion regarding litigation involving Warren Cummings, Council directed staff and legal counsel to pursue available legal remedies related to an alleged breach of a settlement agreement
