Council Meeting Summary – May 26, 2026

Below are highlights from the meeting.
Deputations
- Council received a deputation regarding a revision to the proposed mixed-use development at 289 Leamon St. in Waterford, including reducing the building height from five to four storeys, decreasing the number of residential units, decreasing the requested parking relief and overall site design, and addressing privacy and shadowing concerns
- Council received the deputation for information
Communication
- Council received a letter from Todd McCarthy, Minister of the Environment, Conservation and Parks, regarding changes under the Conservation Authorities Act, with discussion noting that amalgamation planning is underway and further updates will be shared as the process progresses
Approval of Minutes and Reports of Committees of the Whole
- Council approved the minutes from the April 28, 2026, Council meeting, and approved Committee of the Whole and advisory committee minutes
Special items
Reconsideration – St. Williams Community Centre and Fire Hall
- Council approved to reconsider a previous Council decision and reopen discussion at a future date
- Staff were directed to return with a report after considering new information to be provided by the Ward Councillor

Community and Development Services
Zoning By-law Amendment – 188 Charlotteville West Quarter Line Rd. (Forestville)
- Council approved the amendment to allow for a future residential building lot
Zoning By-law Amendment – Delhi Railway Lands Development
- Council approved a zoning by-law amendment to support residential development while maintaining commercial uses
Zoning By-law Amendment – Sand and Gravel Pit – 364 St. Johns Rd. E.
- Council approved a zoning by-law amendment for a Class A aggregate pit
- A development agreement will address road conditions and operational impacts
Zoning By-law Amendment – 289 Leamon St., Waterford
- Council did not approve the recommendation as presented
- Council directed that the amended application return to the July Public Hearing Committee meeting for additional public input
Sponsorship and Commemorative Naming Policy
- Council approved updates to improve clarity, consistency, and transparency
- All naming decisions will be brought to Council for final approval
Lynnwood Arts Centre lease transition
- Council approved an agreement to address a lease default and support relocation to the County Archives building
- Up to $602,000 in capital funding will support renovations and the move
Corporate Services
Photography and Video Recording Policy update
- Council approved updates allowing media to move within Council Chambers to take photos, as long as it does not disrupt the meeting
- Media must register in advance with the Clerk’s office
Delegation of Restricted Acts (Lame Duck Provision)
- Council approved delegating authority to the Chief Administrative Officer to manage restricted acts if Council enters a “lame duck” period
- A “lame duck” council is a council in an election period that has limited authority to make major decisions because many members will not be returning
By-laws
- Council passed by-laws related to drainage, planning applications, policies, and municipal matters
Other business
- Facility booking system concerns were discussed; staff will review
- AMO conference delegation will remain unchanged
Announcements
- Haldimand-Norfolk Pride event is happening in Jarvis on Saturday, May 30
- Waterford town-wide yard sale is happening on Saturday, June 6
Closed session
- Council discussed a litigation matter with Warren Cummings and provided direction to staff
