Council Meeting Summary – June 23, 2026

Deputations 

Bluegrass Estates Phase 4 (Delhi)

  • A deputation outlined a proposed mixed-use development that would convert protected industrial lands to residential, commercial and light industrial uses 

Veterans Crosswalk – Simcoe

  • A deputation supported a commemorative Veterans Crosswalk, with a preference for a 2027 community dedication, additional community cooperation, and some additional suggestions that Council supported 

St. Williams Community Centre

  • Deputation speakers supported preserving the community centre and raised concerns about usage, rental rates, and impacts to local groups 
  • Additional comments called for further study and consultation 

Council received all deputations as information. 

Approval of Minutes and Reports of Committees 

  • Council approved the minutes from the previous Council meeting and received Committee of the Whole and advisory committee minutes. 
  • Council also reviewed the following items from the June 11, 2026, Council-in-Committee meeting that were pulled for further discussion 

Municipal Accommodation Tax and Short-Term Rental by-laws 

  • Council approved proceeding with the recommendations, with staff to bring forward updated by-laws incorporating minor revisions and clarifications 

Veterans Crosswalk community-led initiative 

  • Council approved proceeding with the project to be paid for with community fundraising 

Walsingham Institute Hall lease agreement 

  • Council approved proceeding with a revised lease agreement and authorized the Mayor and Clerk to execute the agreement 

Reports under the Municipal Drainage Act

2026 Surface Treatment Program

  • Council approved awarding the contract for the County’s annual surface treatment program, to extend the lifespan and improve driving conditions on select roads 

Zoning By-law Amendment – Thompson Road East, Waterford

  • Council approved a zoning amendment recognizing undersized agricultural lots created through a previous land transaction 

Zoning By-law Amendment – Kelly Drive, Port Dover

  • Council approved a zoning amendment to residential use with a holding provision requiring servicing and archaeological requirements

  • Council approved official plan and zoning amendments supporting expansion, including residential units, commercial/light industrial uses and infrastructure extensions

Homelessness Prevention Program (HPP)

  • Council approved the allocation of $3.61 million in provincial funding through the Homelessness Prevention Program 
  • Funding is administered by Norfolk County as the service manager for Norfolk and Haldimand, and supports local services that help residents remain housed or find stable housing, including emergency shelter, outreach and housing support 

Community housing funding (COCHI and OPHI)

  • Council approved approximately $1.33 million in provincial and federal funding through the Canada-Ontario Community Housing Initiative (COCHI) and Ontario Priorities Housing Initiative (OPHI) 
  • Funding is administered by Norfolk County as the service manager for Norfolk and Haldimand and supports affordable housing, including repairs and upgrades to existing units, new housing development and programs that help residents maintain stable housing 

Facilities Master Plan – St. Williams Community Centre

  • Council considered a staff report related to the Facilities Master Plan, recommending decommissioning the St. Williams Community Centre to build a new fire/EMS facility 
  • Council approved a motion to review alternative options, retain the community centre and remove the demolition from the current plan 

Communications 

  • Council received several communications, including a petition with more than 850 signatures opposing demolition of the St. Williams Community Centre 

By-laws 

  • Council passed by-laws related to planning and municipal operations

  • Council highlighted the official opening of a new long-term care facility in Delhi, recognizing the addition of new care spaces and services for the community 
  • Councillors encouraged residents to support a local leadership initiative in support of the Langton Arena and local hockey programs
  • The Langton Firefighters Association will host its annual fireworks event on July 4, featuring family-friendly activities and a community fireworks display
