Consent items
- 2026 Interim Tax Levy (CS-26-0002) approved.
- Correspondence from Norfolk General Hospital and the Long Point Region Conservation Authority received as information.
Deputations
Council heard from several deputations related to the zoning by-law amendment for 215 Victoria Street, Simcoe:
- Scott Puillandre (G. Douglas Vallee Consulting) presented revisions including reduced height and unit count, updated access, and revised garbage storage using Molok units.
- Two deputations spoke in opposition of the application, raising concerns about neighbourhood compatibility, privacy, traffic, garbage storage location, safety, impact on Lynndale Heights students, and construction impacts.
Staff Reports
Zoning Amendment – 215 Victoria Street, Simcoe (CDS-25-061):
- Council approved the zoning by-law amendment to permit a four-storey residential building with a parking area setback reduction from 3 metres to 2 metres.
Water & Wastewater Collection Policy Update (CS-26-0001):
- Policy updates approved; previous policy rescinded.
- Reminder that notice fees will be finalized during the 2027 User Fee By-Law process.
- Council emphasized the desire for extended public communication to highlight changes and options coming in 2027, especially the option for ratepayers to select equal billing as handy budget management tool for residents and the transition to in-house billing.
Affordable Housing Development – Delhi (CS-26-0009):
- Council approved financing and agreements for a 25-unit mixed-income development at 686 Gibralter Street, Delhi, with a municipal contribution of $203,235.
Bylaws
- Ronson Municipal Drain (McCool Petition) by-law deferred for further review.
- Other drainage and administrative by-laws approved.
- Enforcement officer appointment by-law pulled and will return in February.
Motions
- Councillor Masschaele appointed as the alternate member on the Grand Erie Board of Health.
Other Business
- Council discussed Delhi power outages; Hydro One is conducting inspections and infrastructure review. Reminder to all that power generation and distribution, including reliability of hydro services, is the responsibility of the Province – it is not a mandate of local municipalities. However, Norfolk continues to advocate for more reliable hydro power throughout Norfolk.
- Public Works acknowledged for winter maintenance efforts.
- Annaleise Carr Aquatic Centre has reopened after extensive repairs and water chemistry challenges.
