Norfolk County Council-in-Committee will meet on Tuesday, September 22, 2026, at 1:00 p.m. in the GAB Training Room, 12 Gilbertson Drive, Simcoe.

Consent

Property sales and acquisitions update, including completed road allowance sales and land transactions.
2026 in-year capital status report, including updates on active capital projects, budget amendments, and recommended project closures.

Regarding proposed development charge rates.
Regarding a redline revision application for the Banstead Subdivision in Delhi.
Regarding removal of a Holding (H) provision at 15 East Quarter Line Road, Port Rowan.

Correspondence from the Minister of Municipal Affairs and Housing regarding housing and homelessness funding.
Correspondence from the Minister for Seniors and Accessibility regarding the 2026 Association of Municipalities of Ontario Conference (AMO)
Correspondence from the Minister of Natural Resources regarding discussions at the 2026 AMO Conference.
Resolution from the Township of Southgate requesting a provincial regulatory framework for e-scooters.

Matters Council will consider:

Adoption of a revised engineer’s report for the Dewitte Drain.
Report to appoint an engineer for a proposed new municipal drain associated with the Pickle Drain petition.
Appointment of an engineer to review a requested crossing and minor improvement to the Swamp Road 3 Drain.

Ombudsman Report: Review of the Ombudsman’s findings regarding a closed meeting held on March 24, 2026.
Development Charge Background Study: Supplemental information regarding the proposed new recreation centre project and its impact on development charge calculations.

Removal of a Holding (H) provision at 15 East Quarter Line Road, Port Rowan.
Zoning amendment for lands at 2271 Norfolk County Highway 24 East.
Revised subdivision and zoning approvals for lands on Thompson Road, Waterford.
Revisions to draft subdivision conditions for the Banstead Subdivision in Delhi.
Zoning amendment for lands at 2296 Hazen Road.

Councillor Huffman will introduce a motion to designate November as Remembrance Month in Norfolk County.

Council will consider ratifying the negotiated collective agreement between Norfolk County and UFCW Local 175 for the term July 1, 2026 to June 30, 2029.

Council is scheduled to discuss:

An insurance and claims update.
Matters related to employee negotiations. A proposed acquisition or disposition of land.
Other matters permitted under the Municipal Act.
