Consent items
- Elgin Avenue Public School speed limits
- Temporary road closure for the Waterford Lions Pumpkinfest
- Delegated authority purchasing activity from April 1 to June 30, 2026
- 2027 Council and Committee meeting schedule

Simcoe Splash Pad
- Representatives of the Simcoe Kinsmen Club provided an update on fundraising efforts for the reconstruction of the Simcoe Splash Pad
Highway 6 waste collection route
- A resident requested that Norfolk County consider two-sided waste collection along a section of Highway 6 between Highway 24 and the Blue Line
Lynwood Arts Centre
- The Norfolk Arts Council presented a proposal to lease and operate the Lynwood Arts Centre building and property
- A motion to direct further staff consultation was ruled out of order because it would require a notice of reconsideration under the procedural by-law
Development charges
- A representative from a local building company commented on the proposed Development Charges Background Study
Presentations
Provincial Offences Act Early Resolution Program
- The Ontario Provincial Police presented information on the potential benefits of an Early Resolution Program for Provincial Offences Act matters
- Committee of Council supported implementing an Early Resolution Program effective January 1, 2028, subject to Bill 119 receiving Royal Assent and coming into force
Staff reports and discussion items
Proposed 2027 User Fees and Service Charges
- Committee of Council reviewed the proposed 2027 User Fees and Service Charges schedule
- Members requested that staff round applicable fees and simplify the schedule where possible
- Staff were directed to prepare a revised schedule and return it for Council consideration in September
Development Charges Background Study, By-law Policies and Community Improvement Plan Overview
- Committee of Council reviewed the updated Development Charges Background Study and related policies
- A motion to defer the matter to the first quarter of 2027 was defeated
- Committee directed staff to provide additional options and information concerning the recreation component of the study before the matter returns to Council on September 22
Water and Wastewater Proposed User Fees
- Committee of Council supported proposed fees related to collection activities for water and wastewater accounts in arrears
- Committee also supported an incentive for customers enrolled in e-billing
10-Year Housing and Homelessness Plan (2026-2036)
- Committee of Council approved the 2026-2036 Housing and Homelessness Plan for Norfolk and Haldimand counties
- The plan focuses on keeping people housed, protecting existing affordable housing, creating more housing opportunities, strengthening the housing system, and measuring results
Non-Profit Housing Provider Amalgamation Update
- Committee of Council received an update on requests from Dunnville Non-Profit Homes and South & Metcalfe Non-Profit Housing Corporation to amalgamate with Haldimand Norfolk Housing Corporation
- Legal, financial, governance, operational, and asset reviews are underway
- No decision was requested at this meeting; staff will return with information for a future Council decision
Association of Municipalities of Ontario (AMO) 2026 Conference Report
- Committee of Council received a report summarizing Norfolk County’s participation at the 2026 Association of Municipalities of Ontario Conference
- Norfolk County representatives met with provincial ministries and municipal partners to advocate on issues affecting the community

- Letter from the Honourable Graham McGregor, Minister of Citizenship and Multiculturalism
- Correspondence from the Ministry of the Environment, Conservation and Parks
Closed session
- Committee of Council met in closed session to receive an Ontario Land Tribunal update regarding 289 Leamon Street
- Committee of Council later met in closed session to consider insurance and claims, labour relations and employee negotiations, and a proposed land transaction in Ward 6
- Following closed session, Committee of Council received the updates and directed staff to proceed as discussed in closed session
