  • Communications, Marketing and Engagement Strategy 
    Doug MacMillan of The Letter M presented the strategy. Council endorsed the strategy that is designed to improve transparency, branding, and public engagement. 
  • Correspondence Received  
    • Letter of appreciation from the Bereavement Authority of Ontario 
    • Email from Minister Raymond Cho regarding nominations for the 2025 Ontario Senior Achievement Award

Community Development Services 

  • BHNCDSB Archives (CDS-25-016) 
    Council approved the transfer of archival records from the Brant Haldimand Norfolk Catholic District School Board. 
  • Port Dover Beach Buoys (CDS-25-026) 
    Staff directed to maintain current buoy limits and install swim markers. 
  • Lamport Park Options (CDS-25-031) 
    Council reviewed future use options and directed staff to proceed with a selected recommendation. 
  • Port Dover Lions Agreement (CDS-25-049) 
    Council approved an updated agreement increasing the commission rate for operating the community centre. 

Corporate Services 

  • Capital Status Report – July 31, 2025 (CS-25-110) 
    Council received updates on capital projects and approved minor scope changes. 
  • Revised Policy for Section 357–359 Tax Applications (CS-25-114) 
    Council approved updates to streamline the tax adjustment process and endorsed a new governance policy effective January 1, 2026. 
  • Council Remuneration 2026–2030 (CS-25-113) 
    Council reviewed options for the next term’s compensation and discussed whether to defer the decision to the incoming Council. 
  • County Policy Updates (CS-25-122) 
    Council received information on updating County policies to align with the current governance framework. 
  • Bid Awards (CS-25-119) 
    Council approved a contract for County Road 57 Drain Reconstruction and related budget amendments. 
  • Easement Request – Windham (CS-25-088) 
     Council approved an easement for a gas line under County road allowance. 

Emergency and Social Services 

  • Housing and Homelessness Plan – Year 10 (ESS-25-005) 
    Final report received and directed to be submitted to the Province and posted online. 
  • Provincial Housing Funding (ESS-25-007) 
    Council accepted \$1.2M in OPHI and COCHI funding and approved the investment plan and budget amendments. 
  • Housing Corporation Merger (ESS-25-003) 
    Council approved the merger of Long Point Area Non-Profit Housing Corporation into Haldimand-Norfolk Housing Corporation. 

Public Works 

  • Traffic By-Law Amendments (PW-25-003) 
    Council received updates on proposed changes to traffic regulations. 

Special Events and Road Closures 

Council received information on temporary road closures for: 

  • Hounds of Erie Winery 7km Run/Walk  
  • Waterford Lions Pumpkinfest  
  • Norfolk Applefest 

AMO 2025 – CAO-25-087 

  • Council received the AMO conference update and recommended identifying backup delegates for future conferences.
