Council-in-Committee Meeting Summary – December 9, 2025

Council meetings determine final decisions based on recommendations from the Council-in-Committee meeting. Once approved, meeting Minutes will be posted on the Council and Committee Calendar.

  • Marina Dredging Update: Port Rowan and Port Dover (CDS-25-111) 

    • Council approved additional funding from marina reserves to support required sampling and monitoring for upcoming dredging projects.

  • Traffic Control Review – Nelson Street West at Maple Boulevard in Port Dover (PW-25-027)

    • Council supported removing the all-way stop and installing a pedestrian crossover in spring 2026, and directed staff to review the all-way stop policy. 

  • Property Tax Assistance Program for Low-Income Property Owners Policy Update (CS-25-166)

    • Council referred the proposed policy update back to staff for further review, requesting options that consider both income and asset values, and other programs that may assist residents.

  • Long Point Region Conservation Authority – Teeterville Dam Environmental Assessment 
    • The preferred option is to repair the dam to address stability issues and maintain the reservoir’s ecological and community value. 
    • Council endorsed Option 2: Repair the Teeterville Dam.
  • Norfolk County Garage Remediation Update
    • Significant progress in reducing soil and groundwater contamination, now contained within County-owned property, has been made using in-situ bioremediation, a cleanup method that injects bacteria and nutrients into soil and groundwater to break down pollutants on site in areas where excavation may not feasible.
    • Council approved transitioning to monitored natural attenuation for ongoing environmental protection and due diligence. This approach will allow for natural processes to continue reducing contaminant concentrations while staff implement a Monitoring Program consisting of regular sampling and testing to ensure safety and regulatory compliance.  
  • Norfolk General Hospital (NGH) – Build a Better Hospital Campaign
    • NGH presented plans for minimally invasive surgical suite upgrades as Phase 1 of the campaign.
    • Council approved releasing $3 million from the County’s pledged funds, with the remaining $2 million to be held until full funding for Phase 2 (Labor and Delivery) is confirmed. 

Consent items

  • Council approved several consent items, except item 4.5 (CDS-25-108), which was referred back to staff for further review on valuation ranges for unopened road allowances.

Deputations 

  • Port Dover Lions Club expressed interest in partnering with the County on the future use of surplus waterfront lands at 212 Nelson Street East. Council directed staff to consider the Lions Club’s comments and include preliminary environmental assessment estimates in future reports.
