Consent
- Proposed reduced speed limits on Elgin Avenue near Elgin Avenue Public School, with staff seeking direction to prepare the necessary by-law amendments.
- Temporary road closure information for the Waterford Lions Pumpkinfest.
- Delegated authority purchasing activity report for April to June 2026, including a proposed budget increase for a commercial dishwasher replacement project.
- Proposed 2027 Council and Committee meeting schedule for Council approval.

Ontario Provincial Police
- Sergeant Kocmarek will provide an overview of the Provincial Offences Act (POA) Early Resolution Program.
- Council will consider endorsing an Early Resolution model, supporting proposed Provincial Offences Act amendments, and sending a letter of support to the Province.
Communications
- Information and Privacy Commissioner of Ontario 2025 Annual Report.
- Correspondence from the Minister of Citizenship and Multiculturalism regarding the deadline for designating listed heritage properties.
- Updates from the Ministry of the Environment, Conservation and Parks regarding proposed changes under the Conservation Authorities Act.
Staff Reports
Corporate Services
- Proposed 2027 User Fees and Service Charges: Council will review recommended updates to County user fees and service charges and consider approval of a revised by-law.
- Development Charge Background Study and By-law Review: Council will consider the proposed 2026 Development Charge By-law, related policies, stakeholder feedback, and ongoing work toward a Development Charge Community Improvement Plan.
- Water and Wastewater User Fees: Recommendations include reminder notice fees and an eBilling incentive for water and wastewater customers.
Emergency and Social Services
- 10-Year Housing and Homelessness Plan 2026–2036: Council will consider approval of the updated Haldimand and Norfolk Housing and Homelessness Plan and its submission to the Province.
- Non-Profit Housing Provider Amalgamation Update: Staff will provide an update on ongoing amalgamation discussions and future considerations for Council.
Office of the Chief Administrative Officer
- Information update regarding meetings and advocacy efforts at the 2026 Association of Municipalities of Ontario (AMO) Conference.
Closed Session
Council is scheduled to discuss:
- An insurance and claims update.
- The negotiated settlement between Norfolk County and UFCW Local 175 for the term July 1, 2026 to June 30, 2029.
- An unsolicited offer involving the potential sale of County-owned land in Ward 6.
- An early closed-session update regarding Ontario Land Tribunal matters related to 289 Leamon Street.
