Establishing a Municipal Service Corporation (MSC) would provide a governance and operational structure that allows for more responsive decision-making, streamlined management, and efficiency gains across these services. However, there is a need for clarity on provincial expectations, approval pathways, and any regulatory requirements associated with creating an MSC.

Norfolk County is seeking provincial guidance and support to:
- Clarify Expectations and Approval Pathways
Provide clear direction on provincial requirements, approvals, and oversight related to the creation of an MSC. - Enable Establishment of a Municipal Service Corporation
Support Norfolk County in creating an MSC that enhances operational flexibility, improves service management, and generates efficiency gains in areas such as water, wastewater, and waste management. - Collaborate on Best Practices
Offer advice or frameworks based on other municipalities’ experiences to ensure a smooth and compliant implementation of the MSC model.
