Norfolk County’s Budget Committee has reviewed and approved the 2025-2034 Levy Capital Plan.
The County’s 2025 levy capital budget is heavily focused on management of existing assets with notable expenditures in roads, facilities, and emergency services.
Based on the discussions and deliberations, the committee is recommending gross capital expenditures of $684.5M from 2025 to 2034, with $59.4M in projects planned to be initiated in 2025.
Highlights of the capital projects to be initiated in 2025 include:
- Roadway Reconstruction on West St., Simcoe ($4.5M)
- Asphalt Resurfacing of Norfolk County Road 19 W ($2.7M)
- Port Royal Bridge Rehabilitation ($2.0M)
- Replacement Fire Tanker at Langton Station ($1.3M)
- County-wide Transportation & Stormwater Integrated Sustainable Master Plan ($1.0M)
The impact of capital financing on the 2025 Levy Operating Budget as a result of Budget Committee’s approval will be 4.0% on the net tax levy. These increases will be incorporated into overall taxpayer impacts when the operating budget is reviewed in January.
The budget is not final until ratified by Council on December 17, 2024. A comprehensive listing of all planned capital projects can be found at NorfolkCounty.ca/Budget.

Mayor Amy Martin
“This budget addresses Norfolk’s critical infrastructure needs, demonstrating Council’s commitment to providing valuable services to residents while taking critical steps to establish a solid financial footing for generations to come. Looking forward, it will be important to focus on service levels to prioritize needs over wants while ensuring reserves are funded appropriately. That will require this Council and future Councils to stay diligent and make the difficult decisions to resolidify our financial health.”
