Covid-19 Status

Norfolk County has declared the Nelson Street West reconstruction and watermain replacement project as an essential project.  Work is proceeding under this declaration.  The contractor will be required to provide a Covid-19 Health and Safety Policy for completing this work under current recommended guidelines.  This includes social distancing both with other crew members and the public who may approach the job site.  We respectfully request that this social distancing be reciprocated by the public towards the crew members on site.

Notifications will be delivered as required to front doors and interaction will be avoided unless circumstances dictate that verbal notification is required.  In those instances, social distancing of at least 2.0m will be maintained.

 

Project Description

Road reconstruction will be occurring on the following streets:

  • Nelson Street West – From Mergl Drive for approximately 1000 metres westerly
  • Lakeside Lane – Nelson Street West to Nelson Street West
  • Elm Avenue – Nelson Street West to Maple Boulevard
  • Maple Boulevard – Elm Avenue to Nelson Street West
  • Kiwanis Avenue – Maple Boulevard to Nelson Street West

The work on Nelson Street West consists of new watermain, storm sewer, full road reconstruction including curb & gutter, sidewalk on the north side, asphalt paving and street light upgrades.  Some utility relocations are required.

The work on Lakeside Lane, Elm Avenue, Maple Boulevard and Kiwanis Avenue consists of new watermain and asphalt paving.

 

Information for residents

Garbage and recycling collection services will remain the same.  Please have your garbage and recycling curb side by 7:00 am the day of your regular collection schedule. Municipal addresses should be labeled on all recycling boxes so that they may be returned to the correct address.

Property Inspections

Navacon Construction Inc. has a sub-contracted OZA Inspections Ltd. to complete preconstruction surveys of the existing buildings adjacent to the project work area.  OZA Inspections Ltd. will be delivering notices requesting a date and time to complete these inspections. Please contact the representative from OZA Inspections Ltd. to schedule an appointment once the notice has been provided.  This is important as this inspection protects both you and the contractor if a claim for damages is made after construction.

Driveway Access and On-Street Parking

The contractor is required to maintain access to all homes during construction.  There will be occasions when you may experience some delays, lack of service and inconvenience. Every effort will be made by the contractor to minimize these occurrences as well as communicate when they are to occur.

We do ask that you refrain from parking on the street during construction activities as this can cause delays and prolong the construction period.

Watermain Servicing

There is a new watermain being completed as part of the project. Your existing water service will be connected at the property line to a new service from the watermain.   The contractor and our site inspector will notify you of any interruptions to your water supply that will be required to complete this work.

The contractor will be providing a temporary water system for the project. This system will be installed and tested to the same standards of Norfolk County as permanent installations. The temporary distribution system will be connected to your existing service.  This temporary system will allow for the contractor to complete the project efficiently and safely while maintaining water supply to you.

Any disruption to service during the connection of your water service to the temporary system or to the new permanent system should be minimal.  There may need to be interruptions of longer duration to allow for the mainline connections of the new system to the existing system.  You will be notified in advance of these interruptions and provided with some indication of the anticipated duration.

Storm Sewer Servicing

As part of this project a new storm sewer system will be installed along Nelson Street West to provide drainage for the new roadway.  Storm services to each property will Not be provided by this system.

Lawn Sprinkler Systems

We ask that if you have underground lawn sprinkler systems, that you please mark the locations of sprinkler heads adjacent the road and/or sidewalk.

Tree Removals

Trees deemed to present a hazard or are in conflict with construction activities will be removed as part of this project. Norfolk County will evaluate the potential for appropriate tree planting opportunities after construction is complete.  Any landowners interested in having a tree planted along the frontage of the County street are encouraged to contact Forestry staff at 519-426-5870 ext. 2224.

Progress Updates

June 14, 2021 – To date, the storm sewer installation has been completed. Construction of the watermain is beginning on the side streets including Lakeside Lane, Maple Boulevard, Elm Avenue, and Kiwanis Avenue

February 24, 2021 – Anticipated construction start date is March 8, 2021.  This date is subject to delays based on weather conditions.

September, 2021 – Construction is progressing.  The watermain is currently being installed on Nelson Street followed by road building and restoration to complete the scope of work.

November 19, 2021 – All underground work has been completed and crews are working on preparing for curb and asphalt. Base asphalt is scheduled within the two-week outlook.  Surface asphalt will be placed in the spring of 2022 along with the completion of any outstanding restoration items.
