In 1997, Bill 108 (The Streamlining of Administration of the Provincial Offences Act, 1997) was enacted and provided the framework for the transfer of responsibility and administration of parts of the POA and POA Courts to Ontario municipalities. Since that time, a number of such transfers have occurred across the province. On March 26, 2001, the responsibility for POA administration was transferred from the Ministry of the Attorney General to Norfolk County for all geographical areas within Norfolk County. The Ministry of the Attorney General retains responsibility for all other Court services, including Civil, Criminal, Family and Small Claims Court matters.

What is POA?

The POA is a procedural law for administering and prosecuting provincial offences including those committed under the Highway Traffic Act, the Compulsory Automobile Insurance Act, the Trespass to Property Act, the Liquor Licence Act and other provincial legislation, municipal by-laws and minor federal offences. The POA governs all aspects of the legal prosecution process, from serving an offence notice to an accused person, to conducting trials, including sentencing and appeals.
