Organizing Special Events

Norfolk County wants to provide its citizens and organizations with a venue for conducting special events and activities on designated County streets, roads, sidewalks, parks, facilities or other municipally owned property.

No person or organization shall conduct any special event or activity in or on County property without first having received a valid Special Events Permit.

Exemption to Policy

When a proposed event takes place only on designated sports fields and/or faciltiies (including ball diamonds) or when the proposed event would take place only in the picnic shelter (having a maximum of 200 participants), the fields and/or facilities are to be booked directly through the Community Services Department (without processing a Special Events Permit), with the exception of a beer garden event.

Special Events Application Process

Norfolk County recognizes that special events are an important part of life for residents which enhance tourism, culture, recreation, education and provide an economic benefit to businesses in Norfolk County.

Organizers planning on hosting a special event, whether it’s a concert/festival/block party or parade must submit an application to Norfolk County.

In order to simplify the process Norfolk County has developed several manuals that will guide you through the process of applying for a special events permit.  Each manual is based on the event type.

Event on County Street/Road or Sidewalk
Will the event take place primarily on County streets, roads and/or sidewalks and requires a street or road closure.  Examples are a parade, a road race or a street party
Event in County Parks/Facilities and/or Parking Lots
Will the event take place primarily in County parks, facilities and or parking lots (i.e. outdoor festival/carnival/craft show/concert/exhibit) for one or more days?
Event on County Street/Road/Sidewalk and/or Parking Lots as well as in County Parks and/or Facilities (Combination of Type 1 and 2)
Will the event take place primarily on County streets/roads and/or sidewalks along with County parks/facilities (festivals/concerts/exhibits)?
Event on non-County/Private Property
Will the event take place on non-County owned properties (festivals, concerts, exhibits which may require County approval for specific event components and related road access restrictions or congestion supervision)? This type of event may or may not include road closures.
Event on County and Private Property in Multiple Locations for One or More Days
Will  the event take place on both County owned properties as well as private property in multiple locations for more than one day.

If food and/or beverages are served, sold or offered, the Haldimand-Norfolk Health Unit Special Occasions Application Package must be completed and returned with your package.

There are also specific requirements for fire approvals that apply to organizations and vendors.

By-Laws

The following by-laws govern the activities of these events.

By-Law Appeals Application

The mandate of the By-law Appeals Committee is to hear and make decisions regarding applications for appeals to the Noise, Fire Regulating, Sign, Property Standards, Clean Yards, and Licensing By-laws.

An $103.00 application fee is required for the Exemption to Noise By-law.  There is no application fee for the Fire Regulating By-law, Property Standards, Clean Yards or Licensing By-law.
