False Alarm Bylaw
At it’s meeting on December 15, 2008 the Norfolk County Police Services Board approved a By-law to reduce the number of “At-Fault” false alarms. The proposed “False Alarm Bylaw” prepared by Bylaw Division staff Norfolk County Police Services Board and the OPP Norfolk County will work toward reducing the number of “At-Fault” False Alarms requiring police response by recording false alarm responses and issuing fee invoices to the owners of premises having “At-Fault” False Alarms.
Norfolk County OPP respond to approximately 1200 false security alarm calls in each of the last two years, this would equate to approximately 5% of the Calls For Service. The average number of police false alarms in Norfolk County is 95%. According to reports, police officers spend an average of 48 minutes per alarm. It has been determined that most of the “At-Fault” False Alarms are activated by either equipment malfunction or human error. Residential alarms versus business alarms are approximately 25/75. Between 2005 and 2007, Norfolk County has seen an increase number of alarms each year. Most false security alarms are caused by human error or equipment malfunction. False alarms have a serious impact on police service resources; resources that could be better utilized to enhance police presence throughout Norfolk County.
Norfolk County and the OPP provide businesses and homeowners the opportunity to register their alarm system at Norfolk County Community Services Department for the annual fee of $45.00 and should a registered owner have a false alarm there is no charge for the first incident. Second false alarm offence fees are $75 (registered) and $125 (non registered). Third false alarm offence fees are $150 (registered) and $200 (non registered).
It is hoped that by working closely with the OPP Norfolk and the alarm holders, we will reduce the number of false security alarms as well we can jointly address the issue of unnecessary false alarms and ensure that alarm systems remain a valid and effective defence against criminal activity.
